Papua Already has a New Face by Means of PON – The Presidential Staff Office released a report entitled Indonesia Resilient, Indonesia Growing 2021, coinciding with the two-year tenure of President Joko Widodo or Jokowi – Ma’ruf Amin. In the report, KSP said that the government had succeeded in giving a new face to Papua.

“On the stage of the XX National Sports Week (PON), Papua depicts a new face that was flushed with joy. This is a feast that erases the old stigma about the backwardness of the land of Cenderawasih,” the report said.

They said that the acceleration of Papua’s development was monitored through Presidential Instruction Number 9 of 2020. Law Number 2 of 2021 as a revision of Papua’s Special Autonomy confirmed the special conditions for Papua’s development, namely upholding dignity, giving affirmations, protecting the basic rights of indigenous Papuans in the economic, political, socio-cultural fields.

A number of programs were also described. Starting from improving the quality of education in Papua, tidying up the bureaucracy, growing entrepreneurship, to finally organizing PON there.

Regarding the quality of education, KSP deciphered data from the Ministry of Education, Culture, Research, and Technology, which stated that there were 3,648 students receiving the affirmation scholarship for higher education (ADik) in 2021. There were also recipients of the affirmation scholarship for secondary education (ADEM) as many as 999 students in class X, 1,363 students of class XI, and 1,420 students of class XII.

“The government has made a similar commitment to produce superior talents from the Cenderawasih earth. Among other things, by means of the Papuan talent management ecosystem,” the report said.

KSP also describes data from the Ministry of Administrative Reform and Bureaucratic Reform regarding the government agency performance accountability system index (SAKIP) and bureaucratic reform (RB) in 2021.

From this data, it appears that there has been a decline in the value of bureaucratic reform in Papua, from the initial B value in 2018 and 2019, to CC in 2020. Meanwhile in West Papua, the value has also decreased. After crawling to a B grade in 2019, in 2020, it dropped back to C.
